Ralph Choate

Ralph Choate is a Medicaid operations and transformation executive with 18 years of public-healthcare experience. His work spans Medicaid eligibility, PERM and MEQC, program integrity, MMIS, member and provider operations, regulatory performance, vendor governance, and large-scale transformation. He has led statewide Medicaid operations serving more than 1.7 million members and administering more than $20 billion annually. Ralph founded PERM Insights & Perspectives to provide independent analysis of Medicaid policy, eligibility accuracy, accountability, operational risk, and fiscal exposure.
