Research is a distinct function within PERM Insights & Perspectives. Our public-facing articles interpret developments and encourage informed action. Our research investigates defined questions through documented evidence and methods.
Both serve the same purpose: improving understanding of Medicaid eligibility accuracy and payment-error risk. Research carries additional commitments governing how findings are developed, examined, and revised.
We define research questions and document our analytical approach. We distinguish analyses planned in advance from exploratory work prompted by emerging findings.
We report what the evidence supports, including findings that challenge our assumptions, editorial positions, or preferred interventions. Uncertainty and findings of no clear relationship belong in the record.
We identify sources, explain methods and classifications, and disclose material exclusions and limitations. Official reported results remain distinguishable from our analytical transformations and modeled scenarios.
We distinguish hypotheses, preliminary findings, completed analyses, scenarios, and recommendations. Each research publication identifies its version and review status. External review or peer review is claimed only when completed and accurately described.
We invite practitioners, researchers, and the broader community to confirm or correct information, contribute evidence, identify missing dimensions, and offer competing explanations. Contributions are evaluated through documented methods; participation alone does not establish validation.
We disclose relevant funding, partnerships, and interests. Partners may contribute data, expertise, resources, or reach. They do not select our conclusions. Commercial and editorial objectives do not override the evidence.
These commitments govern our developing research program. Its scholarly standing must be earned through the quality, transparency, and scrutiny of the work.

Study in progress
This is the first volume in development for the PERM Insights Research Series. It compares state eligibility administration and contextual factors with published PERM results, with attention to cohort timing, expansion status, and pandemic legacy.
Analysis and manuscript development are ongoing. Findings are not final, and independent peer review has not yet been completed. Associations will not be presented as proof of causation.
Analysis is built on publicly available records and published results.
Methods are documented so readers can see how conclusions are reached.
Data gaps and constraints are stated plainly alongside the analysis.
Independent review comes before any claims are finalized.
The planned community survey will help validate and correct public-record information, add operational context, and identify additional data sources and local organizational analysis. If you would like to contribute, get in touch.
