CMS has temporarily adjusted RY2027 so that PERM will exclusively measure eligibility, with provider medical-record outreach suspended for that cycle. CMS’s Cycle 3 resource page includes the RY2027 kickoff presentations, data-submission instructions, contractor responsibilities, and related state materials.
At the same time, RY2028 Cycle 1 is already operational. The sampled-claim review period began July 1, 2026, and CMS posted updated kickoff, PERM 101, data-submission, and contractor-role materials on August 13, 2026.
For state Medicaid leaders, the practical implication is straightforward: two PERM clocks are running at once—one centered on eligibility measurement and another beginning the next sampled-claim cycle.
