Federal Medicaid community-engagement requirements may be national, but the eligibility risk will not be uniform. States will implement the same rule through different policy choices, systems, vendors, notices, data sources, exemptions, and handoff processes.
That means the future audit question is not simply whether a state adopted the federal requirement. It is whether the state can reconstruct how each eligibility decision was made, which evidence supported it, who owned the decision, and whether downstream coverage and claiming followed the right rule.
