As community-engagement requirements move toward implementation, states may need to coordinate eligibility logic, notices, verification data, exemptions, appeals, coverage rules, and federal claiming across Medicaid systems, marketplace interfaces, vendors, and operational teams.

The control question is straightforward: can the state reconstruct the full decision when no single system owns the whole story?
